The Texas Foster Care Crisis At A Glance

There are 16,000+ foster children in the state of Texas

There are over 9,300 in Region 3 which includes Palo Pinto and Parker Counties

2/3 of children in Texas foster care change families, schools, and/or communities 7 or more times

The Texas foster care system only has availablility at any given time for 20% of the children who need a home

Problem

Texas faces a significant shortage of licensed foster homes. While the number of children in foster care has decreased since 2018 (from 29,907 to 18,344 in 2023), the number of licensed foster homes remains insufficient to meet the needs of these children, as evidenced by the lower number of licensed foster homes (11,583 in 2021) compared to the number of children in care. This shortage prevents children from accessing safe and stable homes.

Solution

A county-by-county initiative will organize, mobilize, and equip local faith communities to increase the number of licensed, high-quality foster homes. This will be supplemented by building support networks around foster families, including trained and background-checked friends, family, neighbors, and kinship and wraparound support teams. The goal is to create a strong community support system for foster families to help them raise children who have experienced abuse, neglect, or abandonment.

TRAINING

There is a critical need for licensed foster families who can support vulnerable children in need of placement. Fostering Our Future has created a series of training courses for families, community partners, volunteers, and child welfare professionals to address that gap by providing Biblically-informed and family-centered training content.

Foundations Pre-Service Training

We provide a state-approved, pre-licensing training program required for families to become licensed foster parents in the state of Texas.

In-Service Training & Certification

Fostering Our Future Academy (FOFA) is a competency-based professional in-service training program for foster families and child welfare professionals.

We provide volunteer training for churches and organizations that sponsor foster families to help provide wrap-around support teams for those who foster.
